Job Description:

Education - Bachelor's Degree Business Oregon is looking for a Capital Strategist to work closely with the Oregon Growth Board . The Capital Strategist, on behalf of the Board, plays an integral role in managing contracts entered into by Business Oregon, works with potential Oregon Growth Account (OGA) and Oregon Growth Fund (OGF) applicants and provides recommendations and reporting to the Board on investments. Business Oregon is currently hiring a Capital Strategist (Operations and Policy Analyst 4) within the Innovation and Entrepreneurship section of the Economic Development Division. What you will do! As a Capital Strategist you will: Serve as primary staff to the Oregon Growth Board (OGB). This will include planning and facilitation of monthly OGB meetings at which funding decisions for the OGA and the OGF are presented and debated. Review OGA pre-institutional and OGF investment applications including meeting with applicants, reviewing financial information and business plans and performing due diligence. Recommend or deny investments to the Oregon Growth Board. Facilitate contract development and review with investment applicants, Department of Justice, the OGA Board and internal Business Oregon partners (contracts team, finance team). Author and provide quarterly valuation review of all OGA investments by reviewing: fund valuation methodology; deviations from normal fair market value patterns; notice of liquidity events; etc. Occasionally attend Board meetings of OGA investments to ensure adequate oversight of OGA investments. Develop and review processes and measurement standards for both Internal Rate of Return (IRR)-based and non-IRR based investment decisions. Coordinate policy discussions, prepare materials and reports on behalf of the Board, meet with various stakeholders, and prepare Legislative reports. Draft and seek passage of a proposal for Legislature for itional revenue streams and program consolidation to strengthen the Board's capacity. Identify specific new sources of capital and target amounts to be acquired. Coordinate with Business Oregon fiscal staff regarding Board financial reporting and budget related matters, including payment of Board expenditures from the Oregon Growth Account (OGA) and Oregon Growth Fund (OGF) and OGA and OGF investment activities. Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, or Political Science; and five years professional-level evaluative, analytical and planning work. OR; Any combination of experience and education equivalent to eight years of evaluative, analytical and planning work. The ideal candidate will possess the following skills: Financial and investment expertise including; demonstrated ability in exercising due diligence in financial transactions and ongoing review of investments portfolio. Understanding and experience in Oregon's startup and capital ecosystem. Experience monitoring and evaluating portfolio investments of Funds from the perspective of a limited partner. Experience in application and interpretation of Oregon Revised Statutes. Demonstrated experience in communicating concepts, and ideas to peers, management, and stakeholder groups in both written and verbal formats. Ability to present information in a public forum and effectively facilitate meetings that involve stakeholders with conflicting priorities. Work experience managing high levels of ambiguity and creating clarity, managing multiple tasks with varying deadlines and learning complex information quickly. Demonstrated ability to work independently and be self-motivated, as well as the ability to be part of a cross-function team and be supportive to colleagues. This position is a permanent, full-time position is not represented by a union. PERS - This is a PERS qualifying position. After a six month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.
