Duties

General Engineer Duties Include:

  • Assistance in assignments pertaining to the repair and improvement of real property buildings, land, and structures for hospitals, clinics, office buildings and warehouses.
  • Assistance in assignments involve major building systems including heating, ventilation, air conditioning, plumbing, fire protection, architectural systems, electrical distribution and medical gases.
  • Assistance in the coordination of activities related to the design and construction of assigned projects.
  • Development of drawings and specifications for routine projects. Assistance in complex projects assigned to senior engineers.
  • Provides professional advice to peers, subordinates or non-professional administrators or managers. Help Requirements

      MINIMUM QUALIFICATIONS:

      GS-07 Grade Level:
      • 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service as described in the vacancy announcement. Examples include knowledge of engineering principles, methods, and techniques; knowledge of energy conservation and computer maintenance management systems; skill in design and construction activities for healthcare facilities; OR
      • Bachelor's degree in an engineering program with Superior Academic Achievement; OR
      • Successful completion of at least one full year of graduate level education in engineering or a related field; OR
      • Bachelor's degree in engineering AND 12 months' work experience as a technician equivalent to the GS-5 grade level or higher; OR
      • Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. GS-09 Grade Level:
        • 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement. Examples include Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and performing engineering duties concerned with the design, repair, and buildings and HVAC controls, utilities and related systems; OR
        • Master's degree in engineering or a related field or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree in engineering or a related field; OR
        • Bachelor's degree in an engineering program with Superior Academic Achievement AND 1 year of appropriate professional experience. One of the following three needs to be met for Superior Academic Achievement: (1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society; OR
        • Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND 1 year of appropriate professional experience; OR
        • Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 18 semester hours. GS-11 Grade Level:
          • 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples include: Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and in performing the full range of engineering duties concerned with the design, repair and operation of health care facilities, buildings and HVAC controls, utilities and related systems; OR
          • Ph.D. or equivalent doctoral degree in engineering or a related field or 3 full years of progressively higher-level graduate education leading to a Ph.D. in engineering or a related field; OR
          • Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 36 semester hours. You must meet all qualification requirements within 30 days of the closing date of the announcement.

            Education

            This position has an education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.

            Basic Requirements:
            A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
            OR
            B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
            • 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
            • 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
            • 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
            • 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

              If hired, you will be assigned to an Excepted Service Permanent appointment for one year.
              If hired, you will expect to sign a Participant Agreement with the Recent Graduate that sets forth the expectations for the program.

              You will be assigned a Mentor and expected to participate in developing an Individual Development Plan to create and track you as Recent Graduates' career planning, professional development, and training activities. At least 40 hours of formal, interactive training each year of the program.
              At the successful conclusion of this program, the agency may non-competitively convert individuals to a term ( (a project-based term of employment lasting between one and four years) or permanent position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied.

              This position has promotion potential to the GS-11 grade level. If the position is filled at the lower grade, incumbent may be promoted to the full performance grade level once all legal and regulatory requirements are met; however, such promotion is neither automatic nor guaranteed.

              Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.               This position is covered by a Bargaining Unit.

                            Superior Academic Achievement:
                            If claiming eligibility for Superior Academic Achievement, candidates must provide copies of transcripts (official or unofficial) must be included at the time of initial application. If unable to obtain transcripts, candidates must provide sufficient evidence to validate courses completed and credit hours earned. Eligibility is based on one of the following:
                          • Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision and based on completed courses.
                          • Grade-point average (G.P.A.) - Applicants must have a G.P.A. of: a.) 3.0 or higher out of a possible 4.0 (''B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
                          • Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed here Association of College Honor Societies. Official transcripts may be required after tentative selection and prior to issuing an official job offer.
