Summary ANPC is a global supplier of precision approach guidance
and area surveillance solutions aimed at improving the safety and
capacity of civil and military aviation for customers on all seven

challenges that no other business can provide. The Program Manager
(PM) will lead cross-functional project teams to successfully
deliver new product developments, product improvements, and
sustainment engineering initiatives. Reporting to the Director of
Engineering, this individual will oversee all phases of the project
lifecyclefrom initiation to closureensuring alignment with
strategic business objectives, compliance with regulatory
standards, and adherence to scope, schedule, and budget. The PM
will operate in a complex, regulated aerospace environment
leveraging Agile principles, modular systems thinking, and
concurrent engineering practices. This is a full-time in-office
position in Hood River, Oregon. This role is not remote eligible.
Essential Job Functions \tLead the planning, execution, monitoring,
and closure of internal and external technical projects using an
Integrated Project Plan (IPP) framework. \tDevelop, manage, and
report on project scope, cost, schedule, and performance metrics,
using an Agile methodology. \tCreate and maintain Project Charters,
Product Backlogs, and Burndown Charts in alignment with Agile
methodology. \tSchedule and organize technical reviews (e.g., SRR,
PRR, CDR, TRR) and ensure preparation and participation by key
stakeholders, as well as conduct regular standups with the team to
ensure alignment and continuous communication. \tIntegrate product
development efforts with configuration management and ensure proper
baseline controls (functional, allocated, product). \tCollaborate
across all functional areas including engineering (systems, signal
processing, software, hardware, mechanical, etc.), production,
finance, configuration management, program management, suppliers,
and executive leadership. \tManage development contracts and act as
the primary point of contact in the capacity of managing external
development contracts, working directly with customer stakeholders.
\tManage material and direct cost budgets; initiate purchase
requisitions aligned with project plans and financial forecasts.
Education and Work Experience Requirements \tBachelors degree in
Engineering. \tExperience in technical project management,
preferably in the aerospace or defense industries. \tFamiliarity
with aerospace industry standards, or other highly regulated
industry, preferred. Required Knowledge, Skills, Abilities and
Other Characteristics \tStrong leadership, problem-solving, and
organizational skills. \tExperience with Agile values and
principles, including leveraging Agile over Waterfall
methodologies. \tPracticed at the art of relative sizing versus
estimating. \tProven ability to lead cross-functional technical
teams through the full product life cycle. \tExcellent
interpersonal, written, and verbal communication skills.
\tFamiliarity with project management and requirements management
tools (e.g., JIRA, JAMA) preferred. \tSkilled in data analysis,
strategic planning, and decision-making based on quantifiable
insights. \tStrong customer focus and ability to manage stakeholder
expectations. Nice to have \tEnsure compliance with ITAR, FAA
certification processes, and relevant software/hardware development
guidelines (e.g. RTCA DO-178C, RTCA DO-278A, RTCA DO-254). Physical
