Chief Financial Officer Posting Date : November 12th, 2020 Closing Date : December 4th, 2020 Anticipated Start Date : January 2021 Salary Range : $127,796-$204,474 Job Type : Permanent, Exempt; Full-Time THE ROLE The Chief Financial Officer (CFO) is a new position at MCDD and will be a vital member of the organization's executive team who directs, manages and oversees the overall financial operations and strategic vision defined in the MCDD Board's Mission, Vision, Values and directed by the Executive Director. The CFO oversees finance (including financial reporting, budgeting, accounting, procurement), administration and human resources, to maintain the highest level of integrity in financial and regulatory compliance. The CFO is accountable for short-term and long-term financial goals established by the Boards of Directors policy and prioritized by the Executive Director. The CFO and the executive team are accountable for the success of system operations, administration and thus must demonstrate the competencies of an interdependent, high-functioning team. IDEAL QUALIFICATIONS The ideal candidate possesses the equivalent of a Bachelor's Degree in business administration, public administration, finance, or a related professional field; This individual should have a minimum of eight (8) years of senior management experience in administrative and financial functions including three (3) years of supervising subordinate supervisors or an equivalent combination of experience reflecting progressive growth in financial leadership positions in a well-managed organization; this experience should include responsibility of cash management, balance sheet management, capital financing, debt management, financial plans, business improvement strategy and risk management. Values: To live our mission and fulfill our vision, we: Are proud of the service we deliver Are safe, inclusive, and unified Consider our impact on the environment Invite new ideas and scrutiny of our work Exercise financial stewardship Embrace collaboration and conflict Encourage individual growth and share team success About MCDD: The Multnomah County Drainage District #1 (MCDD) provides flood protection to its district as well as operates and administers the flood protection system for the Peninsula Drainage District #1, Peninsula Drainage District #1 and the Sandy Drainage District Company representing one of the most critical infrastructure systems in the state. It is responsible for flood protection along 27 miles of the Columbia River and protects significant industrial and economic land, one of the state's most important transportation hubs, the Portland International Airport and numerous natural assets. MCDD's work includes operating and maintaining levees and flood management systems for nearly 13,000 acres along the Columbia Slough and the lower Columbia River. In addition, MCDD staffs the Levee Ready Columbia partnership and the Columbia Corridor Drainage Districts Joint Contracting Authority. MCDD has evolved substantially over the past decade to become a solutions-oriented leader with our regional partners. In late June 2019, the Oregon State Legislature approved Senate Bill 431, creating an Urban Flood Safety & Water Quality District (UFSWQD) (ORS 550) within the urban growth boundary of Multnomah County. This new district is in the formation stage and focused on modernizing the operations, governance and funding of the existing districts. The UFSWQD remains focused on long-term flood safety needs but will incorporate environmental stewardship in the managed floodplain and support equitable outcomes. The initial board of directors are in the process of establishing a sustainable revenue structure to fund operations, maintenance, and capital improvements. MCDD staff will lead the work of this new district under the policy of the initial board of the UFSWQD. If you'd like to learn more, follow the link here.
