Overview
Advocate, leader, scientist, entrepreneur, connector. The many
roles of the vice president of research and the Legacy Research
Institute demand the best of today's professional world. Those

corridors of national health organizations, foundations, finance,
and commercial enterprise. The scope of the vice president's
responsibilities thus requires the ability to speak plainly about
challenging clinical and biomedical research, and development. At
the same time, this role also demands foot-in-the-soil gravity:
Research and development must be transformed into hard-earned
strategic plans, administrative oversight, and outcomes. The wide
breadth of these duties calls for an individual of high emotional
intelligence and stellar science IQ, along with C-Level
administrative acumen. Like every Legacy system leader, the vice
president is an individual driven by integrity and the ideals of
diversity, equity, and inclusion. This vice president will always
be responsive to the safety and needs of every employee, no matter
where that employee sits on the organizational chart. Doing the
right thing is the only choice for this individual.
The qualifications of the vice president might look like those of
two leaders, not one. This is truly a rare position calling for
unique mindsets and skills. Indeed, a rare talent will be needed to
fill it. A medical degree or an international equivalent by the
candidate is preferred, as well as in the trenches experience
working in or with the clinical research and development sectors.
At least five years of progressive research management experience
with a concrete record of attracting major federal funding
(example: NIH R01) is desired. The position's clinical and
biomedical research, and outcomes bona fides demand a candidate who
similarly understands the inner workings of national research
organizations. The vice president will have mastered the creation
and execution of high-level strategic plans regarding scientific
research. These skills must be complemented by someone who has deep
connections to the commercial and philanthropic worlds. The goal is

Responsibilities
The Vice President of Research and Legacy Research Institute is a
strategic leader responsible for all clinical, translational,
biomedical, and outcomes research within Legacy Health.
Create and execute a 5-year strategic plan for all research
endeavors across a large, integrated health system.
Assemble a senior leadership team within LRI and across the LH
system to create and execute a 5-year strategic plan. Develop
balanced metrics to drive success and accountability. Leverage
principles of process improvement (including our Lean Operating
System) to continually advance the mission of LRI and LH to serve
our patients and communities.
Oversees all clinical, translational, biomedical, and outcomes
research and development within Legacy Health (LH).
Develops, maintains, and optimizes an effective structure and
governance for all research within a major healthcare system,
including its hospitals, ambulatory clinics, and operating units.
Maintains infrastructure, including space, funding and personnel,
and coordinates with senior management.
Assures coordination with current and future clinical programs and
interests and harmonizes LH's research and development efforts with
its clinical healthcare interests and realities.
Ensures support and staffing for existing research and development
programs while identifying and developing new opportunities,
particularly those that address human diseases that relate to LH's
current and future clinical interests. This also includes the test
and evaluation of new and existing treatment modalities and
treatment practices, including their economics and outcomes.
Develops and maintains all activities and functions that are
necessary and required for institutional compliance with government
rules and regulations as they apply to the performance of clinical
and biomedical research in a large healthcare system. This applies
to the oversight of required boards and committees, such as the
Institutional Review Board (IRB) and the Institutional Animal Care
and Use Committee (IACUC), including maintaining assurances and
institutional records of their activities.
Establishes, maintains, and advances all administrative structures
that are essential for the conduct of medical research and
development, for the delivery of effective and efficient research
support services within LH and its partners, and for ensuring
compliance.
Develops and maintains a support matrix that will provide
organization, staffing and administrative support of all
institutional research boards and committees (e.g., Institutional
Review Board, Institutional Animal Care and Use Committee.
Develops and maintains comprehensive clinical support services for
the planning and conduct of clinical studies and trials in all
areas where clinical excellence and clinical opportunities exist
within LH, it's Medical staff and Alliance Partners.
Develops and maintains staff for a competent scientific support
matrix as it relates to the design and development of research
plans and proposals and to the scientific assessment of clinical
and medical practice economics and outcomes. This shall include
support in the development of grant proposals, editorial services
and consultation in biometry and statistics.
Serves as the single point of contact for LH in all matters of
clinical and biomedical research, development, test, and
evaluation. This is essential to assure Legacy-wide integration of
plans, efforts, and activities in clinical and biomedical
research.
Develops and maintains the physical resources necessary for the
conduct of clinical and biomedical research, development, and
training as it relates to the studies of human disease and the
assessment and advancement of clinical practice in all areas where
LH has a clinical interest and offers clinical excellence
Serves as the primary advisor in all matters of clinical and
biomedical research and development to the Senior Management Team,
the System Chief Medical Officer, and members of the management
team at LH.
Oversees the development and implementation of equitable, fair, and
consistent research policies and practices throughout LH,
particularly as they pertain to compensation, personnel management,
research space development and allocation, and funding support.
Serves as the main advocate and liaison for all research and
development within LH, in the local community and region at
large.
This includes all philanthropic endeavors related to research, as
well as participation on regional or national research
committees.
Coordinates all clinical and biomedical research, development,
testing and product evaluation between LH and governmental,
private, and industrial sponsors of research.
Seeks out and identifies appropriate sponsors for and collaborators
in research and clinical trials and represents LH and its operating
units in respective negotiations and agreements, thereby assuring a
Legacy-wide integration of these activities.
Ensures the central and coordinated review of all grants, contract
proposals, and agreements before their submission to external
sponsors and collaborators.
Creates the vision and environment for future clinical and
biomedical research and development at LH and its operating
units.
Identifies opportunities, brings them to the attention of senior
management and is instrumental in the development of the necessary
plans and steps for implementation once senior management approval
and support is obtained.
Serves as a member of key institute and health system committees,
including the Strategic Leadership Council and System CMO
Office.
Participates on additional committees of the health system and/or
medical staff as required.
Seeks support for clinical and biomedical research through
continuing surveys of extramural research and development
opportunities, through the development of internal research
resources and teams and by forging mutually advantageous
partnerships with industry.
Fosters internal collaboration that benefits Legacy's patients and
enhances Legacy's stature as a healthcare system that supports and
harbors clinical and biomedical research excellence.
Assists in positioning LH as a multi-faceted partner who offers a
full spectrum of healthcare including clinical and biomedical
research and development.
Incumbents holding a medical degree and licensure, may have
clinical patient care responsibilities 5-10% of the time.
Qualifications
The successful candidate will be an engaged and collaborative
leader, with extensive research management experience.
The ideal candidate will possess:
M.D., D.O., or international equivalent preferred, highly qualified
Ph.D. applicants will be considered.
Experience in basic and clinical research.
Must have a minimum of 5-10 years of progressive research
management experience with a proven record of attracting major
federal funding (e.g., NIH R01) as a Principal Investigator (PI),
or equivalent successful research program in industry
preferred.
Experience sitting on an NIH review panel or study section
preferred.
Must have demonstrated ability to create and execute a strategic
plan.
Demonstrated capacity to participate in, or be the PI of, a core
grant (e.g., NIH P30).
Maintains skills commensurate with the expected standards of the
medical and research communities.
Must have familiarity and the ability to ensure compliance with,
standards of scientific research established by applicable
regulators (Federal, State, and Local) and the greater scientific
community.
Additional graduate education preferred such as an M.B.A., M.P.H,
or other pertinent master's degree.
