Reliably operates PGE's transmission and distribution systems in
compliance with electric system reliability standards, applicable
tariffs and other rules and takes actions necessary to protect
electrical equipment and ensure public safety.
You will support our journey by:
Manages a team of balancing authority and transmission prescheduler
staff responsible for reliably operating PGE's balancing authority,
monitoring power production at PGE generating resources and power
delivery to PGE customers and scheduling and delivery of
transmission and ancillary services; provides technical management
for the team, ensuring that objectives are met and all relevant
standards/procedures are followed; ensures that operational
problems are identified and resolved; ensures that operational
procedures and working practices are current and fit for the

operations; ensures that the PGE's Balancing Authority is operated
reliably, efficiently and in accordance with NERC/WECC reliability
standards and other applicable government and industry criteria.
Ensures power production by PGE generating resources is effectively
monitored in compliance with NERC/WECC reliability standards and
other applicable government and company operating restrictions on
each resource. Ensures that balancing authority operators and
transmission preschedulers schedule and deliver transmission and
ancillary services to wholesale customers in accordance with
NERC/WECC reliability standards, company standards of conduct and
government "open access" rules.
Maintain and Contribute Expertise
Maintains NERC certification as a system operator at a level that
includes the balancing and interchange function; fills in as a
balancing authority operator as required to maintain familiarity
with operating challenges and to support shift coverage. Devises
solutions to prescheduling problems presented by the transmission
preschedulers and real-time operating problems presented by
balancing authority operators. Provides operations expertise to
other PGE departments and evaluates impacts of industry changes on
the overall operation of PGE's Balancing Authority.
Represents the company on various task forces and subcommittees
within industry organizations; ensures the company's interests are
effectively represented and protected.
Monitors and manages expenditures, ensuring that all financial
targets are met, and examines any areas where budgets/expenditures
vary from plan; assists with the definition and operation of
effective financial controls and decision making.
Resourcing. Oversees resourcing decisions and planning for team;
partners with HR in the definition of jobs, recruitment, evaluation
and selection processes.
Reviews organizational development needs and training strategies to
determine required learning and development outcomes for the team;
provides guidance in the creation of development plans; monitors
ongoing progress and provides coaching and mentoring and provides
feedback; completes annual performance management reviews.
You will bring the following skills to our team:
Requires a bachelor's degree in computer science, electrical
engineering, information systems or relevant field of study or
Prefer eight or more years of work experience involving the
operation of bulk electric transmission systems; three years of
supervisory experience preferred.
Certifications, Licenses and Training
NERC certification as a system operator at a level that includes
balancing and interchange certification.
Advanced knowledge of the theory, precepts and practices involved
in operation of a balancing authority.
Advanced knowledge of Energy Management Systems and Automatic
Generation Control programs.
Advanced knowledge of PGE power scheduling and dispatching policies
Advanced knowledge of industry and government standards that apply
to operation of electrical power transmission systems.
Advanced knowledge of PGE's Open Access Transmission Tariff (OATT)
and related FERC rules and Standards of Conduct.
Advanced knowledge of NERC and WECC reliability standards and
related procedures and guidelines for operation of the bulk
electric system in the western interconnection.
Advanced knowledge of PGE transmission reservation, scheduling and

Intermediate knowledge of electrical theory underlying reliable
operation of electrical systems.
Advanced ability to distill generalized industry and government
standards down into operating procedures that can be easily
understood and applied by the balancing authority operators and
transmission preschedulers to operation of PGE resources.

Working knowledge of the balancing authority operator tasks and
