RISE Partnership envisions an Oregon where all workers and the people they serve are honored, valued, and empowered to improve their quality of life.*Classification: * Leadership 2*Overtime: *No/Exempt (Salary)*Position Summary: *Reporting to the Director of the Essential Worker Healthcare Trust, the Program Manager will be part of a team of professionals who help deliver the quality health and wellness benefits of our current and future Trust partners. The Program Manager will have both internal and external responsibilities ranging from client and program management to reporting and staff management. The Program Manager is responsible in partnership with Trust Director for the development and execution of program process/procedure, evaluation, and continual improvement of programs that meet and align with the Trusts goals to improve health benefits and overall quality of life for our essential healthcare workers. This position in partnership with the Director, will build out the programmatic workstreams, creation of mission/vision/values and will also be responsible for identifying strategic opportunities to meet the needs of current and future workers.*Essential Functions** Adopt and ensure consistent and smooth implementation of daily operational procedures* Identify, build and implement best practices and creation of internal systems and processes to achieve program goals* Assist in strategic planning and analysis* Work with the Director to create and deliver benefits that meet the needs of workers and employer organizations* Develop strategies and implement plans to meet development and delivery outcomes and key results* Develop and implement a plan for communication (process and schedule for regular conference calls, emails, in-person meetings, virtual meetings, etc.) with all project personnel and internal and external stakeholders* Supervise staff to meet program goals* Collaborate with external partners on benefit development process, feedback about worker experience, and create metrics for evaluation of program goals.* Create evaluation plans using qualitative and quantitative benchmarks approved by Trustees* Ability to engage effectively with a range of stakeholders to incorporate their expertise into the program* Handle and appropriately report confidential, leadership, and personnel matters* Be curious, generous, open-minded, and enjoy working as part of a team* Manage multiple projects concurrently*Knowledge, Skills, and Abilities** Contributes to building a positive team dynamic and supports staff member efforts to succeed by fostering strong morale within and across teams, while creating a collaborative environment* Demonstrated ability to build and maintain relationships with a wide array of people* Excellent communication, interpersonal, and presentation skills* Successful track record in roles requiring execution of multiple tasks while responding to multiple priorities* Ability to manage with vision and purpose: connect work and the work of teams as they lead to the organizations mission, vision, and values* Ability to design and implement new programs for long term care workers.* Demonstrated track record of advancing equity and inclusion* Ability to independently or collaboratively design meaningful evaluative processes* Experience training or otherwise engaging with workers and a commitment to empowering them to reach their career and personal goals and make the most of their union-negotiated benefits* Experience with logistics and events planning and a commitment to 100% follow-through* Familiarity with Google Workspace, Microsoft office, or equivalent* Able to use office tools such as laptop, mouse, copier/printer, phone, audio/visual equipment* Ability to work in a team-based environment* Ability to support RISEs organizational values of Respect, Integrity, Service, and Equity in the development and delivery of your work including demonstrated positive interactions with staff, vendors, the consumers we support, and other organizational stakeholders* 3+ years program management position is preferred* 3+ years of increasing experience in developing, implementing, and evaluating healthcare/benefits programs is preferred* Experience managing staff to accomplish program goals* Experience working on issues related to diversity, equity, and inclusion* Experience with government agencies, employers and employee engagement programming*Supervisory Responsibilities*This position is responsible for supervising other staff members.*Working Conditions** Readiness to work occasional long hours, weekends* Able to travel between worksites and/or meeting locations within the stateCheck the appropriate health classification group for this position:* Group 1 - Requires physical abilities to perform instant or sustained arduous physical activity* Group 2 - Requires occasional lifting and exertion for short periods* (---) *Group 3 - Requires very limited physical exertion**COVID-19 Vaccine Requirement*RISE Partnership is committed to keeping our community and workforce safe.
