Title: Emergency Services Program SupervisorLocation: Portland, OR, USACompensation: $60,000 to $69,000Full Time / Part Time: Full TimeEmergency Services Program SupervisorHours and Location: (Full-time - Exempt) 1.0(FTE) 40 hours per week, In-person, 9am - 5:30pm with some evenings and weekends, Various sites Pay Range: $60,000 - $69,000 Supervisor: Emergency Services Program Manager Scope: The Emergency Services Program Supervisor is responsible for overseeing the daily operations of the program. This position is responsible for ensuring that Urban League's mission of empowerment is executed properly, and for overseeing the operational functions carried out by employees. The Program Supervisor will ensure that participants in the facility are provided services and support in a housing first, trauma informed, pro-Black, holistic manner, in an environment free from shame or stigma. Job Summary: The Emergency Services Program Supervisor supervises the provision of culturally specific services to individuals residing in a motel-based temporary shelter for individuals experiencing homelessness who desire culturally specific services.DUTIES AND RESPONSIBILITIES:--- Supervise the provision of services for the transitional housing program.--- Provide direct administrative supervision and performance evaluation of staff, helping set performance goals and develop quarterly work plans and annual goals.--- Develop staffing schedules that meet 24-hour programming needs and arrange coverage as needed.--- Provide supportive services in a culturally responsive, non-judgmental manner.--- Monitor participant services, and ensure accurate reporting, consistent quality of service and comprehensive service plans, and other referrals for accuracy and consistency with program goals and contractual data requirements.--- Maintain adequate supplies, food, service, and staffing levels at the motel site, ensuring 24-hour coverage responsible for the general safety, overall cleanliness and well-being of the residents and facility.--- Document daily activities of the program and its residents. Make staff aware of potential patterns, issues, or situations.--- Assist Leads and front-line staff in communicating program expectations, policies, and procedures.--- Ensure that staff are maintaining all areas utilized by shelter participants and staff-making sure they are clean, organized, and left in an orderly manner during and after each shift.--- Participate in regular staff and planning meetings for development and maintenance of on-site, socially distances programs, services, and activities Soliciting feedback from participants on the effectiveness of the transitional housing program and making necessary adjustments.--- Maintain all related data tracking systems. Prepare related reports including outcomes, successes, and challenges, including generating community member data for monthly reports. Using HMIS and apricot case management software, maintain complete and accurate documentation of service objectives and outcomes as well as other services in accordance with federal, state, county, and Urban League policy & guidelines. Maintain complete client records, daily activity logs, mileage logs, and other reports as directed.--- Attend staff meetings, case conferences, coordinated access meetings, training workshops and community meetings as assigned and related to housing.--- Any other duties as assigned.RequirementsPHYSICAL REQUIREMENTS:--- Ability to sit, stand, walk, drive, talk on the phone and/or use computer for long periods of time.EDUCATION / EXPERIENCE:--- This is a culturally specific community health worker position. Lived experience and/or a close relationship with Black and African American community members who have experienced homelessness is required.PLUS--- 2 years' work experience providing outreach to community members to connect them to services and support, preferred.--- A combination of lived experience, work experience, education and/or training which substantially demonstrates ability to carry out assigned duties, preferred.--- Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout the course of employment.KNOWLEDGE / SKILL / ABILITIES:--- Commitment to and knowledge of social justice issues and the dynamics of social change, the history, and mission of the Urban League of Portland, and expertise in the present scope of Urban League service and advocacy programs.--- Demonstrated computer skills and proficiency in Microsoft Office Suites with an emphasis on Microsoft Word, Excel, and Outlook programs.--- Strong written and oral communication skills; ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and over the phone.--- Experience in direct supervision of service staff.--- Skills in motivational interviewing, assertive engagement, needs assessment, and coordination of services for unmet needs both by phone and in-person.--- Ability to take initiative and prioritize tasks; good time-management, problem prevention, and problem-solving skills.--- Ability to work cooperatively with others and support the goals and mission of the Urban League of Portland--- Ability to maintain confidentiality of sensitive information.--- Ability to work varied days and hours including evenings and weekends as needed.BENEFITS:Within your first year of employment the Urban League of Portland is excited to offer the following benefits after 90 days of successful employment:--- 100% employer paid medical, dental and vision for qualifying employees and their additional dependents.--- 21 days of PTO in your first year--- 12 paid holidays--- Disability insurance--- Employee assistance program--- Life insurance--- The ability to plan and volunteer in engaging community events.--- The ability to serve your community through a culturally specific lens.About the Urban League of Portland:Established in 1945, the Urban League of Portland is one of the oldest African American service, civil rights, and advocacy organizations in the region.
