The incumbent serves as a Program Analyst for Imaging Service at the Portland VA Medical Center, Imaging Service. This position supports quality assessment and improvement activities as well as managing the voice recognition system and aiding the Picture Archive and Communication System (PACS) manager.Special authorities include: Former overseas employees and foreign service employees. Clarification for these authorities is provided in the questionnaire.- First AOC (Area of Consideration) is Facility employees- Second AOC is VA Agency- Third AOC are all other eligible applicants Help Duties

  • Performs analytical and evaluative work associated with line and/or program activities.
  • Ensures that each identified problem or opportunity is followed through to resolution, and the related findings, conclusions, recommendations and actions taken are documented.
  • Uses a variety of software programs to perform statistical calculations for specific reports and/or for PVAMC and Imaging Service management's use.
  • Findings are presented statistically and graphically to Imaging Service staff involved in resolving identified problems and opportunities for improvement.
  • Based on the findings and knowledge of policies, organizational processes and systems and using performance improvement methodology, incumbent helps develop recommendations to resolve problems and/or improve processes.
  • Obtains assistance and/or needed information from Imaging Service management and QC staff whom the incumbent provide program support, for problems that may arise, or backlogs that cannot be disposed of promptly.
  • Develops and maintains mechanisms to track identified problems and/or opportunities to improve care and/or services provided by Imaging Service to assure problem resolution or improvement. Usually involves developing methods for which there is no published guidance.
  • Reports data trends and/or significant problems or issues to Imaging Service Management team.
  • Attends various meetings scheduled to discuss options and provide suggestions for improvement.
  • Provides backup for PACS manager and QC technologist to cover annual leave and other leave.
  • Works with QC technologist and TIMS to keep CPT codes current.
  • Performs general administrative support functions including: processing data according to Imaging Service specifications, training new employees how to use voice recognition software, supporting occasional transcription needs for imaging Service.Work Schedule: Mondays - Fridays, 8:00 am - 4:30 pm

      Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the Gs-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

      You may qualify based on your specialized experience and/or education as described below:
      • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Knowledge of the theory and principles of management including administrative practices and procedures common to VA organizations; Ability to use qualitative and quantitative analytical techniques; and Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR,
      • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
        • Master's or equivalent Graduate degree; OR
        • 2 full years of progressively higher level graduate education leading to such a degree; OR
        • LL.B. or J.D.; OR,
        • Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education with a major appropriate to the position (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. For example, 6 months of experience at GS-7 plus 1-1/2 years of graduate-level education may qualify you for this GS. NOTE: Transcripts required. Education cannot be credited without documentation.You will be rated on the following Competencies for this position:

            Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

            Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
